There are less than 7 weeks until the November elections! Wisconsin is having quite a week, between the Princess Bride and Parks and Rec fundraisers, and the Supreme Court Decision allowing ballots to be mailed on time, so naturally they are the state of the week!
 
In addition to our focus on the state of the week, and other ways you can volunteer, we want to give you updates on our fundraising, too!
As of this post, our Break the Gerrymander Fund has raised $19,003 dollars, the Hold the House Fund has raised $13,161, and the famous Flip the Senate Fund has raised $583,003!!
 
This week, we’re focusing on Wisconsin! Only three seats are needed to flip the state Senate, and we can also lay the groundwork now so the state House can flip in 2022! This will also preserve Governor Evers’ veto power, and possibly net 10 electoral votes that could help elect Joe Biden and Kamala Harris! There are lots of opportunities to be found there on our volunteer from home spreadsheet! Wisconsin opportunities are italicized this week.
 
Statewide, you can phone bank and send text messages with the Wisconsin Democratic Party, Wisconsin 2020 Victory, and Next Gen Wisconsin.
 
You can also make phone calls with the Human Rights Campaign.

As we have learned, the entire Earth of the next-generation Microsoft Flight Simulator is based on Bing Maps satellite imagery, filled with Blackshark.ai’s auto-generated objects, such as houses, trees, and windmills. A few hundreds of cities, strictly speaking of 341, mostly in North America and Europe, have been presented more accurately by using photogrammetry.
In some cities, the data may be a few years old, which can be seen as old commercials in some of the billboards. More highly modeled cities will come in the future as World Update for sure, although there is no confirmation on this yet. A friend of mine who studies fire for the NPS in California suggested that social media (Facebook/Twitter) accounts of fire departments is the best way to get up-to-date information.

The next two steps we are taking effective tomorrow. These are steps that have been taken in other states. Again they are backed by the federal administration. First we’re going to require bars to close for 2 weeks effective Tuesday July 28th. Our hope is that after those two weeks we can reopen but we will have some new, stricter guidelines. I’ll give you one example, we had a seat rule inside the first set of guidelines. And we are going to have that and enforce that over the coming weeks in restaurants, or in bars that sell food and may stay open. Can you go back to the picture? Here's what we need- if we’re gonna operate these types of facilities- every single person needs to have a seat when they come in, and they need to sit in it. If we don’t wanna spread COVID, the only reason they need to get up is to go to the bathroom. It may look more like a restaurant, it might not be that same bar experience people want, but it’s gonna be necessary if we are going to be open to reopen these facilities. And let me say, there are a LOT of responsible bar owners out there. I’ve had conversations with them. I hate this requirement for them. They’re certainly paying for actions of others, and it’s not fair, but this virus isn’t fair either

I know we're all busy. We have lives, social, family and work that we want to focus on. That's understandable, but I would take a few minutes every day and question what information you read and why you might be reading it.
We're in a new day and age. A new normal of constant information at our fingertips. It's overwhelming and confusing. But the links are there folks, and what seems innocent or just everyday run of the mill new normal, wouldn't have been normal 20 years ago. Event's are increasing and our comprehension is decreasing, and that’s not good.
The intersections between geopolitics and digital media are most evident when one observes flows of digital code that carry explicitly geopolitical messages and imagery. However, data flows that are not initially relevant to geopolitics also get drawn into political processes such as elections, referendums, diplomacy and international relations through the convergence of social media, digital surveillance, and the proliferation of databases. These processes operate within state borders but also cross borders in slippery ways, blending mediatized politics and geopolitics.
Realizing that geopolitics can be carried out through the public media is key to understanding or interpreting current events. Governments don't always pick up the phone and talk. Not in the information age, supercomputers, and AI data collection. They don’t need to. They can simply make sure that the message is hidden in plain sight, and AI presents the data to a human analyst for interpretation. The message doesn't have to be coded if nobody knows the message is from the government.
So let's follow the white rabbit down the hole and see how deep this can go.
The U.S. Pacific Command has detected a missile threat to Hawaii. A missile may impact on land or sea within minutes. THIS IS NOT A DRILL. If you are indoors, stay indoors. If you are outdoors, seek immediate shelter in a building. Remain indoors well away from windows. If you are driving, pull safely to the side of the road and seek shelter in a building or lay on the floor. We will announce when the threat has ended. THIS IS NOT A DRILL. Take immediate action measures.
Could you imagine seeing this message? I couldn't, and yet there it was on January 13th for all the citizens of Hawaii. Have a beer, hug your wife, and kiss your ass goodbye.

As we all now know, it was fake. Thank god and pass the nachos, right? Let's get back to new normal and keep calm and carry on.

A former Hawaii state worker who sent a false missile alert last month said on Friday he was devastated about causing panic but had been “100% sure” at the time that the attack was real. State officials have said other workers clearly heard the word “exercise” repeated several times. The Hawaii emergency management agency fired the worker after the incident. His superiors said they knew for years he had problems performing his job. The worker had mistakenly believed drills for tsunami and fire warnings were actual events and colleagues were not comfortable working with him, the state said.
Ah. Right. Gotcha. He's Homer Simpson. Nobody wanted to work with him. I get it. There's always that one guy who just doesn't get it, right?
His supervisors counseled him but kept him for a decade in a position that had to be renewed each year, authorities said. The ex-worker disputed that, saying he was not aware of any performance problems.
He's so incompetent that he wasn't aware of any performance problems. Screw ups don't know they're screw ups, right?
While starting a Saturday shift at the emergency operations center in a former bunker in Honolulu’s Diamond Head crater on 13 January, the man said, a co-worker took a phone call over the US Pacific Command secure line that sounded like a real warning, he said. “When the phone call came in, someone picked up the receiver instead of hitting speakerphone so that everyone could hear the message,” he said. The man said he did not hear the beginning of the message that said “exercise, exercise, exercise”. “I heard the part, ‘this is not a drill”,’ he said. “I didn’t hear exercise at all in the message or from my co-workers.”
Hmmmm. That's strange, isn't it. He's pretty adamant. So let's go deeper.
An October 2017 email from the University of Hawaii to students with the subject line "In the event of a nuclear attack", containing instructions from the Hawaii Emergency Management Agency on how to react in case of a nuclear attack, caused controversy; a university spokesman ultimately apologized for "any needless concern it may have caused".
Ok, so now we had a mistakenly sent out report from the University in the previous months. Homer must be working overtime to make ends meet.
Testing of the civil defense warning sirens and attack drills were also conducted in the state on the first business day of the month beginning in December 2017. On December 1, 2017, a nuclear threat siren was tested in Hawaii for the first time in more than 30 years, the first of what state officials said would be monthly drills. At 11:45 a.m. on January 2, 2018, the state conducted its monthly test of the civil defense outdoor warning siren system including the sounding of a one-minute Attention Alert Signal (Steady Tone) followed by a one-minute Attack Warning Signal (Wailing Tone). There was no exercise or drill accompanying the test. Prior to January 13, 2018, 26 drills had been conducted.
So there had been no exercise or drill accompanying the test, and the test had already been run on Jan 2nd. Something doesn't smell right here.

As the statement issued today by the Bulletin of the Atomic Scientists explains: “Humanity continues to face two simultaneous existential dangers—nuclear war and climate change—that are compounded by a threat multiplier, cyber-enabled information warfare, that undercuts society’s ability to respond. The international security situation is dire, not just because these threats exist, but because world leaders have allowed the international political infrastructure for managing them to erode.”
Hmmm. That's interesting, isn’t it? Maybe I'll peruse the headlines around that time and see what turns up.

So we had a missle alert on January 13th, another one in Japan on January 16th, and then the NY TIMES publishes an article about a nuclear response in retaliation for cyberattacks? I'm sure you've figured out that those alerts were Chinese Cyberattacks, haven't you? Which were probably in response to the HuffPost article about increasing low yield nuclear warheads so that they could be used instead of the really big ones. Safer, right. Sure is, considering the low yield ones are still the same size as the bombs dropped on Japan in WW2. It almost feels like another country is trying to break our feeling of keep calm and carry on by making our defenses cry wolf so many times that we ignore the warnings, right? Chicken little can only tell you the sky is falling so many times before you tune it out.
But the sky is falling, and unfortunately it doesn’t look like it's going to stop. It doesn't feel real, does it? It feels like a movie or a Netflix series, doesn't it? And that entertainment whether by design or accident, leaves a haze of illusion under current events that prevents us from taking it seriously.
I know this post is long, but it has to be. The Emergency Alert System is vital. It's the modern day caveman equivalent to seeing smoke signals. If that's broken, our lives are in danger. Let me show you how bad the hacking of our EAS really is.
May 25, 2017. TRENTON — A coding error that sent a false nuclear alert to some South Jersey TV viewers made many realize they have no idea where to go or what to do in the event of an actual emergency.
Last month’s bogus ballistic missile warning in Hawaii and, now, this week’s tsunami snafu have highlighted trouble spots and prompted calls for change in the nation’s increasingly complex system for alerting Americans about dangerous weather, active shooters, kidnapped children, plant explosions and other emergencies.
About 9.15pm, sirens sounded from Tauranga to Waihi with many members of the public taking them to be a tsunami warning. Fire and Emergency chief executive Rhys Jones told Morning Report the fault which caused the error is not yet known and would be investigated. "These false alarms are clearly what we don't want to happen, because ... we have to trust the system and we don't want to get into a 'cry wolf' situation where too many false alarms come through," Jones said.
Numerous people reported to the county Department of Emergency Management (DEM) about 8:30 p.m. Thursday night after they saw an Emergency Alert System notification on their television regarding a radiological incident in the state, public information officer Keppie Keplinger said in a press release. Three subsequent messages unrelated to the incident followed, Keplinger said.
New Jersey cable customers were unnerved after a false alert went out on their televisions warning of an unspecified emergency. Optimum cable customers in Morris County saw a blue screen with background jazz music that warned of an emergency.
The National Weather Service’s National Tsunami Warning Center issued a “routine test message” around 8:30 a.m., and the message was released by “at least one private sector company” as an official tsunami warning, Susan Buchanan, spokeswoman for the weather service said in an email. She didn’t identify the company. The result was “widespread reports of tsunami warnings received via phones and other media across the East Coast, Gulf of Mexico, and the Caribbean,” Buchanan said.

Now what are the odds that all of these happen in such a short time frame? This isn't a coincidence. All of these aren't human errors. They are covering up the real story trying to prevent mass panic over the big picture. If we have history books in twenty years you'll read the truth. Or you can read about the new normal here.
But we have to take current events seriously. Our lives have become the new normal version of, how I stopped worrying and learned to love the bomb. We're rapidly approaching a time of crop losses and food scarcity because of the environment collapse. This is what the great power struggle will be over, natural resources. The US conducted drills near the Paracel Islands on Saturday as forces attempt to illustrate Washington’s growing force in the South China Sea. China has laid claim to the islands along with several other contentious areas in the region drawing Donald Trump to increase the US' presence. In a sign of tensions reaching a tipping point, the American Enterprise Institute’s Oriana Skylar Mastro warned the US may now be ready to take on China.
Oh. Not good. Not good at all. It looks like we may have to climb this mountain of madness at some point after all. At least the rest of us are all in this new normal together. Just not in Doomsday Bunkers, like the "best" of us.
Everything that I've read over the last few days is reinforcing how perilous our current times are. I've been finding connections in headlines that I didn't even know were significant when I read them years ago. I will post everything that I've found as soon as I can. Don't get sucked into any conspiracy theory art performances. The pedophile connections might be real, or they might not be, but ask yourself, will that knowledge help you navigate through the hard times ahead? The answer is no. There is a lot of information that I have to share in the coming weeks, and unfortunately none of it is positive.
The best advice that I can leave you is to have a plan. Have some known knowns. Minimize the known unknowns. Figure out what the unknown knowns will be. And deal with the unknown unknowns as they come. We can't ever he one hundred percent prepared, but we can prepare, and even a little preparation goes a long way. Have some extra portable food and water. Keep some clothes packed. Have an idea of where to go and who to go with. I don't know when or what will happen first, but something is going to happen, and you want to be ahead of this "game" when the happening, happens.

So we had a missle alert on January 13th, another one in Japan on January 16th, and then the NY TIMES publishes an article about a nuclear response in retaliation for cyberattacks? I'm sure you've figured out that those alerts were Chinese Cyberattacks, haven't you? Which were probably in response to the HuffPost article about increasing low yield nuclear warheads so that they could be used instead of the really big ones. Safer, right. Sure is, considering the low yield ones are still the same size as the bombs dropped on Japan in WW2. It almost feels like another country is trying to break our feeling of keep calm and carry on by making our defenses cry wolf so many times that we ignore the warnings, right? Chicken little can only tell you the sky is falling so many times before you tune it out.
But the sky is falling, and unfortunately it doesn’t look like it's going to stop. It doesn't feel real, does it? It feels like a movie or a Netflix series, doesn't it? And that entertainment whether by design or accident, leaves a haze of illusion under current events that prevents us from taking it seriously.
I know this post is long, but it has to be. The Emergency Alert System is vital. It's the modern day caveman equivalent to seeing smoke signals. If that's broken, our lives are in danger. Let me show you how bad the hacking of our EAS really is.
May 25, 2017. TRENTON — A coding error that sent a false nuclear alert to some South Jersey TV viewers made many realize they have no idea where to go or what to do in the event of an actual emergency.
Last month’s bogus ballistic missile warning in Hawaii and, now, this week’s tsunami snafu have highlighted trouble spots and prompted calls for change in the nation’s increasingly complex system for alerting Americans about dangerous weather, active shooters, kidnapped children, plant explosions and other emergencies.
About 9.15pm, sirens sounded from Tauranga to Waihi with many members of the public taking them to be a tsunami warning. Fire and Emergency chief executive Rhys Jones told Morning Report the fault which caused the error is not yet known and would be investigated. "These false alarms are clearly what we don't want to happen, because ... we have to trust the system and we don't want to get into a 'cry wolf' situation where too many false alarms come through," Jones said.
Numerous people reported to the county Department of Emergency Management (DEM) about 8:30 p.m. Thursday night after they saw an Emergency Alert System notification on their television regarding a radiological incident in the state, public information officer Keppie Keplinger said in a press release. Three subsequent messages unrelated to the incident followed, Keplinger said.
New Jersey cable customers were unnerved after a false alert went out on their televisions warning of an unspecified emergency. Optimum cable customers in Morris County saw a blue screen with background jazz music that warned of an emergency.
The National Weather Service’s National Tsunami Warning Center issued a “routine test message” around 8:30 a.m., and the message was released by “at least one private sector company” as an official tsunami warning, Susan Buchanan, spokeswoman for the weather service said in an email. She didn’t identify the company. The result was “widespread reports of tsunami warnings received via phones and other media across the East Coast, Gulf of Mexico, and the Caribbean,” Buchanan said.
State emergency management officials are blaming a software issue for cellphones mistakenly receiving an “Evacuate Now” order in many counties stretching from east-central to northern Minnesota. The message went out at 7:52 a.m. Wednesday and said, “Emergency Alert in this area until 8:06AM CST Evacuate Now HSEM, St. P” before cutting off. Recipients were told “within 10 minutes” that there was no evacuation being ordered, said Bruce Gordon, a spokesman for the state Department of Public Safety.

Oh. Not good. Not good at all. It looks like we may have to climb this mountain of madness at some point after all. At least the rest of us are all in this new normal together. Just not in Doomsday Bunkers, like the "best" of us.
Everything that I've read over the last few days is reinforcing how perilous our current times are. I've been finding connections in headlines that I didn't even know were significant when I read them years ago. I will post everything that I've found as soon as I can. Don't get sucked into any conspiracy theory art performances. The pedophile connections might be real, or they might not be, but ask yourself, will that knowledge help you navigate through the hard times ahead? The answer is no. There is a lot of information that I have to share in the coming weeks, and unfortunately none of it is positive.
The best advice that I can leave you is to have a plan. Have some known knowns. Minimize the known unknowns. Figure out what the unknown knowns will be. And deal with the unknown unknowns as they come. We can't ever he one hundred percent prepared, but we can prepare, and even a little preparation goes a long way. Have some extra portable food and water. Keep some clothes packed. Have an idea of where to go and who to go with. I don't know when or what will happen first, but something is going to happen, and you want to be ahead of this "game" when the happening, happens.

A massive wave of coronavirus infections is blasting through the world's largest prison population in the United States even as officials begin opening up their economies, saying the disease has plateaued.

On Thursday alone the bureau reported three deaths at the low security Terminal Island prison near Los Angeles, where some 60 percent of the roughly 1,050 inmate population has registered positive.

Over 40,000 Americans have now died from the coronavirus, a sobering milestone that didn’t stop President Trump from bragging about his administration’s “perfect” response on Sunday. If there’s one thing the scared, grieving citizens of this country are aching to hear, it’s a highly edited clip of Gov. Andrew Cuomo (D-NY) saying that Trump did a good job.
  • Over the weekend, Trump also lashed out at governors in both parties for complaining about testing shortfalls, lied about how rapidly testing capacity is expanding, called testing “a local thing” that the federal government shouldn’t be responsible for, and finally said he would invoke the Defense Production Act to ramp up production of nasal swabs, weeks after labs started reporting shortages. He then—again—REVERSED himself, and also hasn't addressed the shortage of reagent chemicals needed to run diagnostics, or the lack of test uniformity slowing down the process.
  • Unreliable antibody tests are another problem: The FDA allowed 90 companies to sell tests without federal vetting, and many have turned out to be flawed. The existing federal guidance on the tests is also confusing, leading some health-care providers to use them incorrectly. Even if the tests do improve, they’ll be subject to the same manufacturing shortages that have prevented diagnostic testing from scaling up quickly. Widespread antibody screening is critical to reopening the country, and Trump has yet to take an interest in ensuring the supply meets the demand.

Cancer care, which often involves immunosuppressive therapy, tumor resection, and inpatient treatment, has been disproportionately affected by Covid-19. Like other oncologists I spoke with, Grossbard, who primarily treats lymphoma, has been tasked with revising chemotherapy protocols to minimize both the frequency of chemotherapy visits and the degree of immunosuppression. For example, though patients with low-grade lymphoma typically receive maintenance therapy, it will not be recommended for now because it requires an office visit, worsens immunosuppression, and improves progression-free but not overall survival. Other protocol modifications have arisen because of cancellations of elective surgeries. For instance, some patients with solid tumors, such as breast and rectal cancers, are being offered systemic therapy before, rather than after, surgery.
Many modifications may not affect long-term outcomes. Eric Winer, a breast oncologist at Dana-Farber Cancer Institute, believes, for instance, that giving antihormonal therapy to women with hormone-receptor–positive breast tumors and delaying surgery probably won’t alter overall survival, though this approach hasn’t been formally tested in Stage I disease. But even when there’s greater uncertainty about treatment modifications, Winer has been impressed by many patients’ graceful acceptance.

Delays to diagnosis and treatment will see survival rates drop, an expert warns, and could kill more people than Covid-19
The chance of surviving cancer will fall if the coronavirus outbreak continues to put pressure on the NHS over the coming months, according to a leading cancer expert. Professor Charles Swanton, Cancer Research UK’s chief clinician, said some cancers will become “inoperable”, rather than survivable, if diagnosis or treatment are delayed by the pandemic.
Early stage cancer surgery, screening and diagnostic procedures such as endoscopies and bronchoscopies are being delayed by some NHS trusts in England, according to some anecdotal evidence.

I believe the US digital dollar will be making its debut very soon, which could very well likely be the next One World Currency. I've included a timeline of public releases/announcements that fall in line with my theory. Bear with me, there are lot of moving parts.... For those who remain confused about what is going on with the investigation and why LE has made some of the decisions they have, I would highly recommend reading the section titled “Investigations” here. (Yes, I know wiki isn’t the greatest source, but this is actually a fantastic summary of joint task force operations based on FBI standard operating procedures and you can clearly see the parallels to this case).
Then consider Agent Massa’s statement regarding the FBI’s role in this case here.
I am not saying they have evidence BG is a serial killer. I am saying that they have evidence the killings served an abnormal psychological gratification. Which is why FBI protocol was triggered.
For your consideration, when looking at the wiki article:
  • The subsection entitled “Identification” helps explain why the case was briefed within the FBI several times. It also explains why DC and MP have traveled around quite a bit.
According to the FBI, identifying one, or multiple, murders as being the work of a serial killer is the first challenge an investigation faces, especially if the victim(s) come from a marginalized or high risk population and is normally linked through forensic or behavioral evidence (FBI 2008).[143] Should the cases cross multiple jurisdictions, the law enforcement system in the United States is fragmented and thus not configured to detect multiple similar murders across a large geographic area (Egger 1998).[144] The FBI suggests utilizing databases and increasing interdepartmental communication. Keppel (1989)[145] suggests holding multi-jurisdictional conferences regularly to compare cases giving departments a greater chance to detect linked cases and overcome linkage blindness.
One such collaboration, the Radford/FGCU Serial Killer Database Project[146] was proposed at the 2012 FDIAI Annual Conference.[147] Utilizing Radford's Serial Killer Database as a starting point, the new collaboration,[148] hosted by FGCU Justice Studies, has invited and is working in conjunction with other universities to maintain and expand the scope of the database to also include spree and mass murders. Utilizing over 170 data points, multiple-murderer methodology and victimology; researchers and Law Enforcement Agencies can build case studies and statistical profiles to further research the Who, What, Why and How of these types of crimes.
  • Consider the subsection entitled “Leadership” in light of Agent Massa’s repeated “shoulder-to-shoulder” and “partnership” commentary.
Leadership, or administration, should play a small or virtually non-existent role in the actual investigation past assigning knowledgeable or experienced homicide investigators to lead positions. The administration's role is not to run the investigation but to establish and reaffirm the primary goal of catching the serial killer, as well as provide support for the investigators. The FBI (2008) suggests completing Memorandums of Understanding to facilitate support and commitment of resources from different jurisdictions to an investigation.[143] Egger (1998) takes this one step further and suggests completing mutual aid pacts, which are written agreements to provide support to each other in a time of need, with surrounding jurisdictions. Doing this in advance would save time and resources that could be used on the investigation.[144]
  • The subsection entitled “Organization” explains why a federal and local task force is organized.
Organization of the structure of an investigation is key to its success, as demonstrated by the investigation of Gary Ridgway, the Green River Killer. Once a serial murder case was established, a task force was created to track down and arrest the offender. Over the course of the investigation, for various reasons, the task force's organization was radically changed and reorganized multiple times – at one point including more than 50 full-time personnel, and at another, only a single investigator. Eventually, what led to the end of the investigation was a conference of 25 detectives organized to share ideas to solve the case.[149]
The FBI handbook provides a description of how a task force should be organized but offers no additional options on how to structure the investigation. While it appears advantageous to have a full-time staff assigned to a serial murder investigation, it can become prohibitively expensive. For example, the Green River Task Force cost upwards of $2 million per year,[149] and as was witnessed with the Green River Killer investigation, other strategies can prevail where a task force fails.
A common strategy, already employed by many departments for other reasons, is the conference, in which departments get together and focus on a specific set of topics.[150] With serial murders, the focus is typically on unsolved cases, with evidence thought to be related to the case at hand.
Similar to a conference is an information clearing-house in which a jurisdiction with a suspected serial murder case collects all of its evidence and actively seeks data which may be related from other jurisdictions.[150] By collecting all of the related information into one place, they provide a central point in which it can be organized and easily accessed by other jurisdictions working toward the goal of arresting an offender and ending the murders.
Already mentioned was the task force,[150] FBI 2008,[143] Keppel 1989[145] which provides for a flexible, organized, framework for jurisdictions depending on the needs of the investigation. Unfortunately due to the need to commit resources (manpower, money, equipment, etc.) for long periods of time it can be an unsustainable option.
In the case of the investigation of Aileen Wournos, the Marion County Sheriff coordinated multiple agencies without any written or formal agreement.[144] While not a specific strategy for a serial murder investigation, this is certainly a best practice in so far as the agencies were able to work easily together toward a common goal.
Finally, once a serial murder investigation has been identified, use of an FBI Rapid Response Team can assist both experienced and inexperienced jurisdictions in setting up a task force. This is completed by organizing and delegating jobs, by compiling and analyzing clues, and by establishing communication between the parties involved.[144]
  • The subsections entitled “Resource Augmentation” and “Data Management” do a very good job of explaining why a case like this takes so long and why local PD needs assistance from a resource standpoint. There is a lot of evidence and data to process.
During the course of a serial murder investigation it may become necessary to call in additional resources; the FBI defines this as Resource Augmentation. Within the structure of a task force the addition of a resource should be thought of as either long term, or short term. If the task force's framework is expanded to include the new resource, then it should be permanent and not removed. For short term needs, such as setting up road blocks or canvassing a neighborhood, additional resources should be called in on a short-term basis. The decision of whether resources are needed short or long term should be left to the lead investigator and facilitated by the administration (FBI 2008).[143]
A serial murder investigation generates staggering amounts of data, all of which needs to be reviewed and analyzed. A standardized method of documenting and distributing information must be established and investigators must be allowed time to complete reports while investigating leads and at the end of a shift (FBI 2008).[143] When the mechanism for data management is insufficient, leads are not only lost or buried but the investigation can be hindered and new information can become difficult to obtain or become corrupted.[149]
  • Also, the “Data Management” subsection explains why LE has asked people to stop posting side-by-sides, and (I believe) conducting their own examinations and interviews of witnesses.
During the Green River Killer investigation, reporters would often find and interview possible victims or witnesses ahead of investigators. The understaffed investigation was unable to keep up the information flow, which prevented them from promptly responding to leads. To make matters worse, investigators believed that the journalists, untrained in interviewing victims or witnesses of crimes, would corrupt the information and result in unreliable leads (Guillen 2007).[149]

  • Once used, bin the tissues immediately to prevent the spread of infection.
  • Wash your hands thoroughly, or use an alcohol-based sanitiser. Please note: antibacterial sanitisers are ineffective against any viruses.
  • Avoid touching your eyes, nose and mouth. This is because this touching leads to further germ transmission to and from the environment.
  • Avoid unnecessary unprotected contact with animals. In case of contact, wash your hands thoroughly with soap and water, or use an alcohol-based sanitiser.

On September 18, 2019, about 1756 central daylight time, a Vans RV 4 airplane, N64HS, was substantially damaged during a forced landing near Clarke County, Mississippi. The commercial pilot and pilot-rated passenger sustained minor injuries. The personal flight was conducted under the provisions of Title 14 Code of Federal Regulations Part 91. Visual meteorological conditions prevailed and a Federal Aviation Administration (FAA) flight plan had been filed for the flight. The cross country flight departed Marion County Airport (X35) Dunnellon, Florida, and was en route to Key Field Airport, Meridian, Mississippi.
According to a written statement submitted by the pilot, the airplane was at 4,500 ft mean sea level and was descending. The low fuel pressure light illuminated and the engine immediately lost all power. The pilot maneuvered the airplane for a forced landing to a road. During the forced landing the airplane hit a few branches and veered off of the road to the left. The airplane can to rest in a ditch and the fuselage, engine mounts, and empennage were substantially damaged.

Even though this case has some international links, there really isn't that much information available for the international crowd. So I did my best to translate the full case to English!
On Sunday, October 24, 1976, at around 5 pm, a forester and his wife walking their dog found the naked body of a young woman in a pit, covered by leaves, branches, and dirt. Police was called to the scene. Due to circumstances, the girl’s section had to be done on the scene itself, but since it was getting dark, pathologist doctor Zeldenrust was unable to perform the section that evening.
The next day, the pathologist presented his results. He concluded her death was likely not caused by poisoning. Neither was there any sign of gunshot or stab wounds. According to him, it was possible she either had her throat slit or that she was strangled. Due to the state of decomposition of the body (she was suspected to have died somewhere two to three months prior), however, he was unable to find the definite cause of death. He also revealed the girl was not pregnant and had not given birth.
Detectives in the meantime searched the area. First by combing the area, then sifting through the earth around the crime scene, going over it again with a metal detector, and asking questions in the neighborhood.
The investigation turned up nothing that could help police to progress. So police decided to focus on the list of missing girls that fit with the description of the girl they found. The girl was estimated to be somewhere between 15 and 20, was around 1.55 to 1.60 meters tall (5ft2/5ft3), had sleek autumn brown/chestnut hair at a length of 43 centimeters (about 17 inches), and had a well-kept denture (no fillings), though she was missing a molar on the lower right (the 4.6) that had to have been pulled out in her final year.
Especially her denture was something police held onto since having a denture without any fillings is extremely rare. In 1976 only 1 out of 1500 children aged 12 had a denture without fillings. The fact that she was missing a molar was also something people in her environment should have known. So police tried to compare dental records in The Netherlands with her denture. They were unable to identify her through this method. One particular thing that may have played a part in the inability to find matching records might be that dentists at this time would destroy records from their patients that were a year old.
But they didn’t give up on the possibility her teeth would be the outcome of identity. They submitted her dental record to Interpol in Paris, as they suspected they had a foreign girl on their hands. Interpol further distributed the information in Western-Europe and when that didn’t give a hit, to the rest of the world.
By December of 1976, police still hadn’t been able to identify the girl (though they were able to limit her age to a maximum of 18 and possibly a couple of years younger). So they decided to try something that hadn’t often been done before: they wanted to take a look at her hair to figure if they could say something on the way the girl had lived. The results of the investigation weren’t published, but we do know it didn't lead to the identification of the body.
Since police couldn’t identify the young woman, people made up a name for her. She was named ‘Heulmeisje’, after parking lot De Heul (which no longer exists) The parking lot was located at the A12, a busy highway near Maarsbergen, The Netherlands, close to the location of the remains, and about a 40-minute drive from the border with Germany.
In 1986, police tried a completely new technique to try and identify Heulmeisje. By comparing photo projections of Heulmeisje’s skull and photos of the missing 18-year-old student Monique Jacobse. Monique grew up Bilthoven and disappeared from her parental home on April 7, 1975. They matched.
Monique didn’t just pop up on the police’s radar. Right after the remains of Heulmeisje were found in 1976, they asked Monique’s dentist to compare the two dentures, but the dentist concluded they didn’t match. Based on these results, Monique was ruled out.
But then came the news that the dentist had made a mistake. The records he had on Monique’s denture turned out to be dated, too old to be compared to Heulmeisje’s denture. Suddenly police had a possible identity again.
The identification, however, didn’t break the case wide open. It was deemed too old to be investigated with a successful result. Her file was put away. And it wasn’t opened again until 1994.
In the summer of 1994, police received a tip pointing to a 73-year-old man from Groenlo as the murderer of Monique Jacobse.
The man, referred to as A. or A.A., taught at a school near the locations of where the remains were found in the ‘70s. After his retirement, he and his wife moved to Groenlo, where he started experiencing a deterioration of his health. Before his arrest, he also stayed at a mental institute twice. His wife wanted him to be admitted to a retirement home, but he didn’t. This supposedly led the couple fighting and becoming suspicious of one another. This suspicion allegedly led to the wife thinking her husband was keeping a horrible secret from her, related to the remains that had been found in 1976. She confronted him several times, asking him if he had any involvement, but he denied every time. She reported her suspicion to the police.
Which led to his first questioning in July. After this interrogation, A. spend, yet again, sometime in the mental institute. When he was brought in for a second time, he had no longer a desire to resist and agreed with the police on every question they asked him and confessed to the crime, according to his lawyer D. Fasseur.
The police, on the other hand, took the confession into serious consideration. A police officer received a napkin filled with scribbles in 1993 delivered by a man in his 30s with wavy medium length brown hair on a yellow/green racing bike to the officer’s home. When the napkin was received, they couldn’t make sense of what was written, but according to the police, after questioning A., the napkin started to make a lot more sense. In 2014, it was revealed what was written on the napkin:

They also took into consideration that he supposedly confessed the crime to his family as well before they were notified.
In November of the same year, the man committed suicide, ending the investigation into his involvement in the case as the law states criminal proceedings are stopped when a suspect dies.
No news surfaced on the case for several years. Until 2006 came around.
Up until 2006, no one doubted the identity of ‘het Heulmeisje’. No one doubted that it may not have been Monique Jacobse. And then Monique contacted her sister, Marion, through email to wish her happy birthday on her 50th birthday. Her sister didn’t immediately believe it was Monique, but she started believing her more and more when she realized this person knew details only Monique would know.
Monique did end up coming out to The Netherlands to meet her family face to face. But police were never informed on Monique’s reappearance. The family only informed the police when they revealed they were planning to open up Monique’s supposed grave as part of an investigation into suspected serial killer Peter C. At the time, he lived near the location of where the body was found and the justice department wanted to take a look into a possible connection. Police stated he remained as a possible suspect in the case.
Monique’s family gave police a DNA sample to test against the DNA of the remains from the girl buried under Monique’s name. Monique herself didn’t want to take part in a DNA investigation, initially, to stay out of publicity. But in September 2012, police confirmed through DNA investigation that Monique was indeed Monique. The court officially gave her back her identity in 2013.
Monique left her home in 1975 and moved to Germany, to build a new life under a new name, without anybody knowing about her past life. She said she never knew people thought she had died.
Police had to start again to find the identity of the Heulmeisje. Police ordered a facial reconstruction to be made based on the skull of the girl by the end of 2006. In 2007, a photo of this reconstruction was spread through an episode of “Opsporing Verzocht”, a collaborative TV show by the justice department, the police, and TV channel AVROTROS.
At the beginning of 2007, the police send a detective to Cologne to make some inquiries on the possibility of ‘Heulmeisje’ being Pauline Sybille Breuer, a 22-year-old who was reported missing on May 5, 1976. Pauline was last seen by her sister Gertrud, in the summer of 1975, when she showed up to her doorstep heavily intoxicated with a beer in her hand, carrying a gun, brass knuckles and another beer in her purse. She told her sister she had some important business to take care of. She also told Gertrud to take care of herself and her children, and that she would hear from her later.
Pauline came into the picture after police broadened their search on possible missing persons to neighboring countries after coming up empty-handed by going through Dutch databases. Police was very surprised by the similarities between the reconstructed face of Heulmeisje and Pauline’s face. Gertrud too thought it could be possible the remains that were found belonged to her sister.
But when the results of the DNA research came back, it was revealed their DNA did not match.
Police also received their first major lead that year. A man came forward to police saying he may have given Heulmeisje and another man a ride. He said he saw a girl and a man hitchhiking and thought it would be unsafe for them to continue on foot so he let them into his car. The girl and man spoke German and got into an argument during the ride. The girl supposedly said she wanted to return to Germany, while the man wanted to stay in The Netherlands. He also remembered that the girl smoked Stuyvesant cigarettes and that they had worked in the catering industry, either in The Hague or Scheveningen.
The girl and man left the man’s car about 1 kilometer (0.6 miles) away from parking lot De Heul.
In 2008, police compared Heulmeisje's DNA to another missing girl from The Netherlands. 17-year-old Marjo Winkens from Schimmert disappeared between the night of September 1 and the morning of September 2, 1975, after visiting a fair. Police earlier had conducted a skull investigation but concluded Marjo’s skull did not match with the skull of Heulmeisje. They also compared dental records in 1976. But they still wanted to test her. To do so, police opened up Marjo’s mother’s grave to collect DNA (even though her parents had already given DNA to the police in 2006). The test result confirmed Heulmeisje was not Marjo Winkens.
Around the end of 2010/the beginning of 2011, a Dutch lawyer came forward to police with a theory on who Heulmeisje was and who killed her. She claimed Heulmeisje was the Austrian Gerta Hof and who was suspected to have lived in Graz around that time. Gerta Hof met the lawyer’s ex-husband during a ski vacation in Salzburg in February of 1976 and allegedly traveled to him when her vacation was over. The lawyer accused him and his brother of raping and murdering Gerta (among other severe crime allegations).
While Dutch police focused on questioning the ex-husband, German police went through records to find any proof of Gerta Hof’s existence. They found no one by the name of Gerta Hof in Graz, so they decided to widen their search and include names that sounded like Gerta Hof. And they found one woman who looked like the girl on the picture provided by the lawyer. When they paid a visit to the woman and told her the story, she was surprised. She had met the ex-husband during her ski vacation, but she says she has never seen him since.
Police could rule out Gerta Hof as Heulmeisje.
In 2012, two researchers from the VU (Vrije Universiteit Amsterdam), Gareth Davies and Laura Font Montales, conducted isotope research on Heulmeisje. By looking at the girl’s hair, teeth and bones, they were able to tell where she had been.
The first noticed a low balance between strontium atoms in the girl’s teeth, which is compliant with a volcanic area. Since they only focused on searching are within Europe, they were left with the possibilities that she either grew up in Eiffel (Germany), Auvergne (France), Bohemia (Czech Republic), Greece, or Italy. By looking at the oxygen isotopes, they were able to rule out Auvergne, Greece, and Italy. By looking in the lead in her teeth, they were able to rule out Bohemia. The lead in her teeth came from a mine in Australia and only western countries get their lead from Australia. This meant Heulmeisje grew up in the region of Eiffel, Germany.
Then, they looked at her hair. Hair grows on average about one centimeter (0.3 inches) a month and can tell a researcher where you have been during that time. Since Heulmeisje had her hair at a length of 43 centimeters, they had information on the last three years and seven months. During those years, she spent some time, at least four months, living behind the Iron Curtain in Eastern-Europe. The last seven months of her life she spent in Western-Europe again, possibly in Germany but likely around the area of either Maastricht or Utrecht-Amsterdam.
Her hair also told investigators that she had been starving before her death. They could see she originally had a normal eating pattern, consistent with that of Western-Europe, but that she had a major change in her diet. She ate the same things every day and her body wasn’t getting enough proteins from it. What caused this change in diet is unknown, but police are considering kidnapping. Other possibilities include anorexia or that she was living in extreme poverty.
Police also created a DNA profile for Heulmeisje, which they wanted to use conduct further research, including finding out what color her eyes where.
The discovery that the girl grew up in Germany gave both significances to the lead they received in 2007 and to a new tip that came in in 2012. A taxi/cab driver came forward with a conversation he overheard. He overheard a drunk man say he had killed a young girl from Essen.
After an episode of “Aktenzeichen XY unglöst”, the German version of “Opsporing Verzocht”, police received twenty new tips. One girl was named in two different tips. This girl, who remains unnamed, supposedly went to The Netherlands for an abortion, something that was illegal at the time in Germany.
At the beginning of 2013, the Dutch Forensic Institute researched Heulmeisje’s age. They looked at whether her epiphysis was opened or closed, the hairs in the dental roots, the development of the denture, and how far the femur had developed. By combining the results, her age was estimated to be between 13,5 and 15 years old. A lot younger than the original believe that Heulmeisje had been between 18.
Because the old reconstruction of Heulmeisje’s face didn’t resemble a child between the ages of 13 and 15, they decided to make a new reconstruction.
The new reconstruction, made in Scotland at the University of Dundee, was premiered in “Opsporing Verzocht”’s latest episode on Heulmeisje. During the same episode, police spokesman Thomas Aling revealed they had received a ‘serious lead’ in the case in 2012. An anonymous tip revealed there may have been two perpetrators. Two men, who were between 30 and 40-years-old at the time, supposedly dumped the body of the girl near the parking lot. The person who called in the tip also revealed multiple people knew who the two men were who were responsible.
In 2013, police proposed a DNA kinship research to the German police. The idea is that they compare Heulmeisje’s DNA profile to DNA in police databases across the two countries in the hopes of finding a relative of the girl. So the public wouldn’t be asked to provide DNA, they would be going through the DNA they had already available. This does mean that, if they want this investigation to succeed, a relative of hers had to have come into contact with the police, whether through committing a crime or by being reported missing.
The research was approved by Germany in 2016.
The same year, police revealed they were looking to get some help from the United States in the search of the American soldier. Two years prior, in 2014, they had received a tip that an American soldier had been living with a German girl in the vicinity of Maarsbergen. Specifically at Bergenweg 39 in Maarn. The soldier was estimated to be in his late 30s and had a wife and children in Germany. He had brought the girl he was living with, who had run away from home, from Germany. Two siblings who lived next to them said he would make sure there was always food in their home so the girl didn’t have to go outside and that the man would go back and forth between Germany, which could mean he was stationed in Germany. But police are also considering the possibility he was stationed in Soesterberg, which is located near Maarsbergen. The American soldiers stationed at this base were never registered and that’s why police were looking to get the names from the US.
In 2014, police also revealed they were looking for a student from the same school as the elderly suspect taught. This student, who lived in Woudenberg, supposedly spoke to a German girl on several occasions at motel Maarsbergen. The motel was on the route he had to take on his bike to get to and from school. The motel is also near where Heulmeisje’s body was found, about 2 kilometers (1.2 miles) away. But since the school’s record were all destroyed, they had not been able to find the student. Whether they eventually did is not known.
The latest update, in this case, is from 2018. Police revealed the DNA kinship research had not begun yet. Reason for this being that the police had been given new information and clues that they first had to follow-up on before starting the DNA research will start. When this will be is unknown.
This case passed the statute of limitations period back in the ‘90s, so the perpetrator(s) cannot be tried for the murder in The Netherlands (The Netherlands no longer has a limitations period on murder, but since this case passed its period before the law was changed, still no charges can be filed against the perpetrator(s)). Finding out who killed Heulmeisje is therefore much less of a priority to Dutch police then finding out who this girl is. They want to be able to tell the girl’s family and friends where their loved one is.
If this case does end up getting solved and the perpetrator(s) turn out to be German or the murder was committed on German soil, a trial could still be held. Germany didn’t and doesn’t have a limitations period on murder committed with a special kind of intent or to cover up a different crime.
